A consensus is emerging on the necessity of clear and focussed sector planning to secure investment in states, whether through official development assistance, foreign direct investment, or other forms of financing. Coherent planning is therefore a vital component of securing the necessary resources to promote development and a crucial element of good governance mechanisms. By uniting multiple management aspects, such as public policy planning, elaboration of the budget, priority setting and organisational planning in a single framework, the process offers a clear image of the policies, commitments and measures that will be promoted by a country.

'Education for All', launched by the United Nations Educational, Scientific and Cultural Organisation in 1990, and Millennium Development Goals 2 and 3 have become crucial elements in framing international education policy. These targets are important stages for countries and regions in improving the economic and social wellbeing of their citizens.

This internationally recognised programme has been designed to provide the necessary in-depth examination of the key planning, organisational and educational issues required for producing and implementing effective plans. Participants will leave the week equipped to tackle the ongoing nature of planning and the process of self-examination, the confrontation of difficult choices and the establishment of priorities it encompasses.

Specifically devised by the International Centre for Parliamentary Studies for those involved in educational planning and management, the course will provide participants with an insight into issues of securing and planning financing and delivery systems towards 'Education for All'. This programme challenges participants to examine both influences on the planning process, including financing and gender equality issues, and the possibilities emerging from educational improvement. Through discussions with some of the leading thinkers and professionals involved in international educational policy, and a critical examination of successful systems participants gain an understanding of these and other elements vital to education planning.

This is a week-long course held in London, although we are also able to organise the course in your own country if this is your preference.
